LEONID NIKOLAEVICH TOKAR

A Russian historian of departmental uniforms. He was a member of the Heraldic Council under the President of the Russian Federation from 1999 to 2019, currently a member of the Standing Commission on Departmental Heraldry of the Heraldic Council.
He is the author of monographs on the history of uniforms of the Soviet police (1995) and the Russian civil aviation (2007) as well as ship pennants and flags from 1700 to 2006.
Author of more than 200 articles on the history of departmental uniforms.
