Leonid Nikolaevich Tokar

A Russian historian specializing in departmental uniforms. He was a member of the Heraldic Council under the President of the Russian Federation from 1999 to 2019, and is currently a member of the Standing Commission on Departmental Heraldry within the Heraldic Council.

He is the author of monographs on the history of Soviet police uniforms (1995), Russian civil aviation uniforms (2007), and ship pennants and flags from 1700 to 2006.
He has published more than 200 articles on the history of departmental uniforms.

He is the editor of the online magazine Mundir (http://www.vedomstva-uniforma.ru/mundir/index.html), Chief Administrator of the website Departmental Heraldry (http://www.vedomstva-uniforma.ru/), and the Uniforms forum (https://vedsimvol.mybb.ru/).

He also serves as the Chief Specialist at the Museum of the History of Peter the Great at St. Petersburg Polytechnic University.
